Mogadishu(CeelWaaqNew)- When H.E President Mohamed Abdullahi Farmaajo took office, he fully dedicated himself to strengthen democratic institutions such as the polls body, NIEC to take Somalia to a multiparty, 1P1V Elections process. On 21/2/2020, He assented to Amended Elections law after its passing by both houses.
However, after consultations & engagements with Federal Member States, in an inclusive process & forums from Mogadishu to Samareeb, Garowe to Baidoa: Jubaland & Puntland leaders OPPOSED the passed Multiparty, 1P1V Elections process hence creating the need for new elections model.
After extensive talks in different venues, H.E Mohamed Abdullahi Farmaajo compromised to agree with the FMS leadership to propose a new Elections model. All the 5 FMS and Benadir Leadership developed their elections draft which was later passed by both parliaments & signed by all stakeholders.
Sep 17 2020 elections agreement was being readied for implementation until Jubaland & Buntland Heads of State hindered the entire process. This blocked the implementation of the election process for 6 months. In 2021, Baidoa technical committee was sent to give recommendations.
Whereas, Somaliland, South-West, Hirshabeele and Galmudug nominated State Level Election Implementation Committees for smooth facilitation of the Federal Level elections, Jubaland and Putland became a stumbling block by failing to propose or forward names of their election teams.
H.E Mohamed Abdullahi Farmaajo exhibited leadership and led by example by sending mediation teams, and emissaries led by Hon. PM Mohamed Husein Roble while also supporting the efforts of other FMS leadership such as H.E Mohamed Abdullahi Farmaajo to reach out to Jubaland & Puntland Heads of State to find solutions.
Jubaland and Puntland Leadership continued to hold Somalia in Ransom by ignoring Baidoa technical committee recommendations & boycotting several elections Summits called by H.E Mohamed Abdullahi Farmaajo causing all the efforts to resolve the elections impasse hit a snag without any progress.
Finally, as part of the government’s effort to transition Somalia towards peaceful, inclusive, timely and transparent elections, President Mohamed Abdullahi Farmaajo agreed to engage in the Leadership consultative summit; unfortunately, Jubaland and Puntland Leadership dishonored the Forum.

Excellencies, Distinguished guests, Ladies, and Gentlemen,
Allow me to begin by congratulating you, Madam President, on assuming the presidency of the Security Council for the month of February and wish you and your delegation success. I also commend the Permanent Representative of the brotherly country of Tunisia for his exemplary leadership at the helm of the Council last month.
I acknowledge the presence of Mr. James Swann, Special Representative of the Secretary-General for Somalia and Head of the United Nations Assistance Mission for Somalia (UNSOM), Mr. Francisco Madeira, Special Representative of the African Union Commission Chairperson for Somalia (SRCC), Madame Rita Laranjinha, European Union Managing Director for Africa and thank them for their briefings.
It is a great honour to be addressing the UN Security Council on Somalia’s progress and remaining challenges. The UN Security Council members, alongside the majority of other partner nations within the UN family, continue to play an important role in Somalia’s development alongside our resilient People and Government both bilaterally and multilaterally.
The Somali Government takes note of the report of the Secretary General, H.E. Antonio Guterres, on the situation in Somalia which was presented to the Security Council today. The report captures succinctly the political, security, and socio-economic challenges the Somali nation must overcome in order to continue our path to deepening democracy, development, stability and security for Somalia.
It is important to note, the Somali People will be forever indebted for the support and multifaceted partnerships that continue to contribute to our national progress, especially, as we navigate forward to a better future. A bright and confident future anchored in the undying belief we are the masters of our own destiny.
Political Developments
Madame President,
On the present political impasse on the implementation of the 17 September agreement, context is important. The Federal Government of Somalia has worked consistently in a determined manner to hold a Federal election as stipulated by the provisional constitution. It should be noted soon after the commencement of this administration, work to implement the holding of OPOV began, simply, in order to ensure the widest participation of citizens to choose their leaders for the first time in 50 years.
A practical model for realising this goal was designed and negotiated with the FMS before they and the FGS signed an agreement in 2018. I’m very much aware of this because I led on the negotiations on behalf the Federal government and as a member of the Federal Negotiation technical committee (FNTC) working closely with the FMS.
After this agreement a draft law was formulated by the executive branch based on the agreement and was presented to the federal parliament for legislative scrutiny and voted on before the president accented it in to law in February 2020.
As stipulated both by the political agreement and the subsequent election law, the process was to be led by the National Independent Electoral Commission (NIEC). However, within a short period the FMS leaders reneged on the early agreement on OPOV and instead expressed a preference for a selection model, similar to the one used in 2016, were the leadership of the FGS and FMS in effect choose the members of both houses the Federal Parliament who would then become the electors of the president and speakers.
The selective process has, rightfully, earned the label of an incubator for levels of corruption, irregularities and patronage favoured by elites whose sole interest is to hold the future of Somalia to ransom and maintain patronage for the few.
Despite the moral and political imperative to implement the agreed election model, Somalia’s international partners pressured the government to compromise with the Federal member state, once again, and as a result of a series of consultation with the FMS leadership, held in Dhusamareeb, known as the Dhusamareeb conference I II and III.
A final meeting of the National Consultative Council in Mogadishu reached a political agreement on the new modalities of election on September 17th 2020.
It’s to be noted that the Federal Government, in agreeing to this selected model, has not only compromised on OPOV but it also had agreed to the following as demanded by FMS:
● For each seat the FGS wanted 301 individuals to vote for each respective parliamentary seat but the FMS wanted 101 the FGS agreed. ● The FGS proposed elections should be held in up to four or minimum of three locations in each FMS, in order to seek greater legitimisation of the new parliament, the FMS leaders wanted two locations, the FGS again accepted their wish.
The pen holders of this agreement were the FMS leaders, in particular, the presidents of Jubaland and Puntland and led to the agreement being welcomed, celebrated and endorsed by all prospective presidential candidates, the FMS leaders, International community and by all relevant political actors.
Regrettably after all of this they, the penholders of this agreement continue to refuse to implement the political agreement requesting further concessions after another to address perceived concerns with regards to the Gedo region and the election committees.
This was also accepted by the FGS and a technical committee representing all stakeholders, including ministerial representatives from both Jubaland and Puntland finalised the outstanding issues in Baydhabo on the 16th February.
After two days of discussions the Baidao technical Committee’s announcement an agreement and welcomed by all including the International Community, H.E. President Mohamed Abdullahi Mohamed Famaajo extended an invitation to the Federal Member state leaders to meet at National Consultative Council on February 18th in Mogadishu to conclude the FGS/FMS Technical Committee’s work and fully implement the 17th September agreement, so that the process of elections can begin without any further delays.
Madam President,
Regrettably, the two FMS leaders, who were the pen holders for the 17th September political agreement and have remained a constant obstacle to its finalisation once again refused to attend the meeting, once again choosing to hold to ransom the aspirations of the Somali people for stability in an effort to achieve a transition in an undemocratic manner.
In fact, rather than travel to Mogadishu to attend the planned National Consultative Council’s meeting, the two FMS leaders chose to offer a tacit support to a planned protest by prospective presidential candidates which the FGS accepted provided that it adheres to public health and is held in a peaceful manner as our constitution stipulates.
The Government fully recognizes the right to peacefully demonstrate as a right guaranteed by the Constitution. We are committed to providing the Somali people with the opportunity to express themselves and their demands without undermining public order or destroying public or private property.
However, the prospective presidential candidates not only disregarded the Government’s measures but chose a clear path of illegality and insurrection. They chose to bring forth a militia out on to the streets of Mogadishu and in fact the head of this militia openly stated in public and I quote “there is no government, and we are taking control”.
This is of no surprise because on the night of February 8th, the opposition group leaders declared that there is no government in Somalia, which is not true given parliament passed the election law based on the political agreement which under article 3 clearly states the legislative and executive branches of government have full authority and furthermore, the executive is responsible for managing the election precisely in order to avoid a vacancy of power.
These acts have led to loss of life of members of our security personnel who have taken an oath to protect the Somali nation from enemies both foreign and domestic, and I extend my condolences and the gratitude of the nation to their families and loved ones. – and wish those injured speedy recovery.
The Somali people are tired of war and yenning for stability, security and a government which truly represents their aspirations and key to achieving this is holding a free and fair elections as agreed by all the parties on the 17th of September and finalised by the Baydhabo technical committee no more than a week ago.
Madam President
Denying the truth doesn’t change the facts. And I’m afraid what we have here is an opposition whose only interest, at the behest of external forces, is to create red-herring from the fact that their sole political goal has always been to cause political crisis in order to foment constitutional disorder.
The only way to have a political transition is through election, not threats or outlandish claims of political and social regression to a painful era the Somali people will never accept returning to.
The simple truth is, no amount of undemocratic calls for removal of a sitting president without election, the foreign axis of instability supporting the opposition nor the threat of violence will determine the destiny of the Somali nation.
Somalia’s destiny will be determined by the Somali people who have the confidence, experience and resolve to ensure what lies ahead for Somalia will never be the pain of the past.
Unfortunately, the Somali Federal Government strongly believes there is blatant foreign interfere in the internal political affairs of Somalia from those who claim to be helping to stabilise Somalia to those who offer princely reward in order to intentionally sabotage and prolong the electoral process in the hope of leadership change.
This axis of foreign influence clearly has a strategy of prolonging the holding of elections by forcing the remaining two FMS leaders to refuse the agreement in order to provide space for prospective presidential candidates in an attempt to create a narrative of discord. Only today, the prospective presidential candidates have announced the holding of a demonstration next Friday and are clearly timed to coincide with this meeting in the hope of instilling a fear of Armageddon.
Rest assured, the prospective presidential candidates have and will continue to be provided the freedom and political space to express their views and government bodies, as well as security forces will fulfil their statutory duty to protect the public against the dark forces of extremism and the silent enemy of the pandemic while they express their views openly.
However, the security and wellbeing of the Somali people will remain paramount and no armed insurrection under the guise of a political demonstration will be accepted.
There is no doubt elections will happen once the final two FMS leaders endorse the finalization of the 17th September agreement negotiated by their respective technical representatives. Upon the agreement of these two FMS leaders the FGS is willing and able to begin the holding of the election within the month.
The President of Somalia once again invites the leaders of Puntland and Jubbaland to join the Consultative meeting in Mogadishu, to finalise the recommendations of the technical committee. The completion of the electoral process based on dialogue and compromise is vital for the peace and prosperity of the Somali people.
Madame President,
On security developments, defeating Al-Shabaab remains Somalia’s key security priority. We have been engaged in a successful fight against a determined international terrorist organization with regional and global ambition. Thanks to the courage and sacrifices of the Somali National Army and AMISOM troops, AlShabaab has been reduced to carrying out opportunistic attacks on soft targets. Many plots to kill innocent people were foiled and many AlShabab operatives have been killed, captured or arrested.
Despite the courage of AMISOM soldiers in Somalia, it is imperative that we continue to work with our international partners to nurture and develop a well-trained, equipped and funded Somali National Army and Police Force to protect our citizens and contribute to the strengthening of regional stability. We are thankful to all partners who are actively assisting us to work towards and realise this fundamental goal.
Indeed, 2021 will be a pivotal year for Somalia we have completed and revised Somalia’s Transition Plan, which was UNSC and lays out a clear path for Somalia to transition security away from AMISOM to Somali Security Forces
It’s important AMISOM is fit for purpose and able to meet the present challenges and by this we mean, firstly, the realisation of a reconfigured AMISOM force that is more mobile and agile enough to support the Somali Security Force’s offensive capabilities. Secondly, a move away from a single sector presence of TCC forces to a mix TCC forces presence in all sectors to improve command and control.
Finally, greater coordination and joint operations between AMISOM and the Somali Security forces to enable Somali leadership. To put it simply the upcoming AMISOM CONOPS must reflect effectively the aim of the Somali Transition Plan.
Madame President,
With regards to economic development, the Somali Federal Government has prioritized economic reforms to ease the unsustainable national debt burden from the Somali people. Through great national effort and in partnership with bilateral and multilateral partners, Somalia completed successive economic reform programs guided by the International Monetary Fund to reach the Decision-point under the Highly Indebted Poor Countries Initiative (HIPC) in early 2020.
This was a huge achievement which is now followed by a sequel program, Extended Credit Facility (ECF) which continues to build on the foundations of strengthening Public Financial Management, Raising Domestic revenue towards fiscal sustainability, managing expenditure to a sustainable level, good governance and financial sector reforms.
Moreover, we have put in place laws and regulations to institutionalize good governance and sustainable economic management to cement the economic reforms.
We are determined to remain on the right reform trajectory to reach the Completion Point, and hopefully attain complete debt forgiveness. This coupled with the lessons we have learnt and the systems and processes we have built through the economic reform journey, should lead Somalia on the road to sustainable development, opportunity and prosperity.
Madame President,
Alongside the political, security and economic progress presented so far, Somalia has also been making steady progress in the state building process particularly through the constitutional review process and the prevention and resolution of conflicts. Somalia has also been effectively responding to the triple threat of locust, flooding as well as the global COVID-19 pandemic, which continues to have a severe impact on the health and economic stability of Somalia and its people. Somalia continues to call for global solidarity and equitable access to vaccines at this extremely difficult and vulnerable time for all populations.
To conclude,
Somalia has truly come a very long way on a journey in which many thought it would not make it past the first few hurdles. Somalia’s economic success is a fruit of the collective efforts of the Somali Government, People and our valuable international partners. The Somali People are resilient and committed to building a better future for themselves of which they can be proud.
As for politics, Somalia’s political process has developed from the period in which it was initiated and developed by international partners. However, since 2012 and in particular the last four years, Somali leaders have dealt with complex political issues without the supervision of the International Community.
This has in turn made the Somali people have confidence in their governance and their leaders. And despite recent events the president’s invitation to the remaining two Federal Member State leaders stands without delay.
Because rebuilding an inclusive, progressive and prosperous Somalia is fundamental for all Somalis. It is the commitment of this Government to honour this noble objective by delivering free and fair elections while continuing to safeguard the physical, health, and financial future of the Somali People.

MOGADISHU — Somalia marked a grim milestone on Jan. 26, exactly 30 years since clan-based fronts, backed by foreign nations, ousted the last central government and then turned the once prospering, developing and peaceful country into a wasteland, where famines, massacres, poverty, terrorism and illiteracy reigned supreme.
The international community generously helped Somalis during their hour of need: They hosted fleeing Somalis, providing them with safety, food, shelter, medicine, education and, even, citizenship. Some of those refugees have later become world-known figures in their second homes – a minister in Canada, a congresswoman in the U.S. and a four-time Olympic champion in the UK.
We’re grateful for that assistance and, as a minister of this proud nation, I say to the world ‘thank you so much.’
Somalia is a nation of survivalists. We persevere in the face of calamities – yet don’t lose our signature smile on our faces. We’re a brave and proud nation. We’re patient, friendly and hardworking people – facts everyone who interacts with us appreciates. The U.N. envoy for Somalia James Swan was recently effusive in his praise of Somalis, talking of the “courage and resilience of Somali citizens who have persevered through some of the toughest conditions in any country on the planet over the past three decades.”
His predecessor, Michael Keating, went further and called Somalis a “talented” people with “great imagination.”
“Somalis are amazing, by the way, if you didn’t know this. You’re amazing people. You’re very entrepreneurial, you know, very creative,” Keating said in a speech in 2018.
I am glad that the international community does not only stand us in good stead, but also appreciates the good qualities in our people.
As we look to the future with hope, we must also take stock of the painful past. While some nations have selflessly helped Somalia’s recovery, others have hindered it all the way.
That is why the international community’s role in Somalia over the past 30 years is a mixed bag. I am saying this because when we talk truthfully about the past, we will be able to correct the mistakes and create a bright future for this promising nation.
It’s a fact that Somalia’s steady attempt to turn the page on destructive policies of the past have been frustrated by war-profiteers, anarchists and Somali politicians backed by few foreign countries who want to keep it in lawlessness because that either helps their masters or fulfills their selfish intentions.
The true colors of these groups emerge mostly during election times and their slogan appears to be “our way or Somalia will be kept in hell.” On Thursday night and Friday, security forces foiled a plan to stage an armed insurrection in the capital under the guise of peaceful protests.
The government is acutely aware of the danger facing the nation. Just before President Mohamed Abdullahi Mohamed “Farmajo” came to power in 2017, the ruthless Tigray People’s Liberation Front, misusing the Ethiopian nation’s resources, wreaked havoc in our country, committing war crimes and massive human rights abuses.
While the Somali government celebrates the demise of the TPLF-dominated administration in Ethiopia, it’s unfortunate that the Somali nation is still wrestling with Kenyan-backed politicians, whose sole aim is to turn the clock back to the old days when war-lords called the shots in the country and foreigners looted our natural resources.
I have no doubt that Nairobi and others, like the United Arab Emirates, that wish us failure, will themselves fail, God willing, because they’re the aggressors. I believe wholeheartedly that the FATE of Somalis will always remain in their hands – not in the hands of foreign cities or organizations.
As the nation enters an election year, I want to assure all Somalis and friendly and helpful nations that President Farmajo’s administration is genuinely committed to holding peaceful, inclusive, free and fair elections, whose result could lead us to a prosperous Somalia.
Since last year, the government has climbed down from many positions – our initial plan was to hold one man, one vote election – to compromise for the nation and even please opposition groups, which curiously include regional leaders who usurped the role of the Senate.
President Farmajo and Prime Minister Mohamed Hussein Roble have held many private and public meetings with top opposition figures and regional leaders to resolve any election-related differences. Prime Minister Roble has hit the ground running immediately after his swearing in on Sept. 23, paying several visits to Garowe, Dhusamareeb ( now Samareeb) and Baidoa to confer with regional leaders. The Prime Minister’s office is wide open for all Somalis who would like to share with him their concerns or counsel.
On Sept. 17, President Farmajo and regional leaders agreed on an electoral model and time that were to guide the country’s 2020-2021 elections. Unfortunately, as the Somali public and the world know, our electoral train that was set to leave the station on Nov. 1 has not yet started because of the constant roadblocks erected on the road to a peaceful and timely process.
In the southern region of Jubaland, for instance, a Kenya-backed and –armed militia attacked the border town of Belet Hawo on Jan. 25, sparking off a confrontation that killed 14 civilians, including women and five children from the same family. The conflict was a part of a wider attempt by Kenya and others to sabotage Somalia’s elections for fear of the incumbent’s reelection. Some nations harbor an evil belief that if President Farmaajo is reelected, they will no longer be able to continue their destructive policies in Somalia, hence their vicious fight against Somalia and against the President personally.
We’ve recently cut ties with Nairobi for its constant interferences in our internal affairs. On Sunday, the Somali government denounced the United Arab Emirates’ sabotage against Somalia and its desire to create chaos and displacement in the country, as it did in Yemen and Libya.
The international community and organizations, especially the U.S., the U.N., the African Union and the E.U., would be very helpful if they work with the national government and channel their advice and criticism through the open and proper channels of the Ministry of Foreign Affairs.
Symbolism matters in Somalia. International community’s respect for Somali institutions will go a long way in restoring the trust of the Somali public in their government. One of the main arguments of the terrorist group of al Shabab is that Somalia is being colonized by foreign nations that dictate orders to the Somali government.
It’s said to note that the international community is unwittingly playing into the terrorists’s narrative. Between Jan. 28, 2020 and Feb. 8, 2021, our international partners have issued more than a dozen public statements on Somalia’s elections. While we welcome our partners’ interest in our elections, it is regrettable to see our partners reduce their noble role of helping Somalia into public statements, which seem to many Somalis as just mere stunts aimed at attracting attentions.
Our international friends could have been more supportive if they had channeled their energies toward the fundamental issues that are holding back Somalia’s march toward stability and functioning institutions. The world shouldn’t ignore the behavior of a couple of regional leaders who act like they lead an independent nation. There must be consequences for seditious acts and collusion with foreign nations, crimes openly committed by some Somali regional leaders and politicians.
A secure Somalia at peace with itself is good for the world. Therefore, the world must punish, impose sanctions and ostracize peace spoilers to deliver Somalia from further chaos.
The Somali government welcomes constructive criticisms. It has never claimed to be perfect. It needs its international partners’ support and advice. But Somalis want their international friends – collectively and individually – to first share their concerns, counsel and criticisms with their government through diplomatic channels, not through Twitter, Facebook and other social media outlets. That shouldn’t be too must to ask. Somalis want their international friends to strengthen their nation’s institutions and not unwittingly lend support to evil forces that thrive — as they did in the last three decades — in chaos and lawlessness.
Buttressing the gains the Somali government has so far made is not only a safe bet, but it’s an ethical and logical way to protect this fragile nation – where saboteurs, local and foreign, galore – from relapse.

The simple truth remains elections are the only course for transition not fostering constitutional crisis nor supporting insurrection.
Unfortunately, those who aspire to the highest office in the land and want to lead the Somali nation have sought to bring instability at precisely the moment the Federal Government of Somalia with the support of the Somali people are protecting Somalia’s integrity and independence, while regaining their dignity and honor as an equal among the nation states of the globe.
The Somali people can rest assured the progress of our nation will neither be circumvented nor stopped. The FGS will hold an election in order to pave the way for moving forward the realization of the aspiration of the Somali people for peace and prosperity.

Addis Ababa,( CeelWaaqNews) : The Chairperson of the African Union Commission, Moussa Faki Mahamat continues to closely monitor the developments in Somalia.
The Chairperson calls on the President of the Federal Republic of Somalia, H.E. Mohamed Abdullahi Farmaajo, the Federal member state leaders and the entire Somali national leadership, to work constructively together to resolve the political differences that have led to the present electoral and political impasse.
He acknowledges that the recent Dhusammareb consultations have made progress on a number of contentious points but did not reach agreement on the remaining issues.
It is therefore, imperative that the political leadership reach consensus on these outstanding issues in order to allow for the holding of parliamentary and presidential elections without much delay.
The Chairperson notes, with grave concern, that the considerable gains made by AMISOM and the Somali Security Forces (SSF), in fighting Al-Shabaab, extending state authority over large parts of the country, and improving security and rule of law for the Somali people, are now being threatened by the escalating political tension.
The Chairperson stresses that the stability of Somalia is at stake and calls on all Somali stakeholders to put national interest first and constructively seek solution to their differences through dialogue and compromise.
The African Union, which has since 2007 shown its solidarity and commitment to the people of Somalia through the deployment of AMISOM, stands ready to continue providing support to the Somali political leadership to implement the outcomes of an inclusive process.

Somali’s former Prime MinisterMohamed Abdullahi Mohamed, also known as Farmaajo, was elected to serve as the ninth presidentof the country. Farmaajo ran against former President Sheikh Sharif and then-incumbent President Hassan Sheikh Mahmoud. In an intense battle, Farmaajo won 55.8% of the electoral votes, with Mahmoud and Sharif splitting the other 42%. This victory was viewed by the public as a new dawn for Somalia given that Farmaajo ran on an anti-corruption and nationalistic platform.
Farmaajo’s biggest achievement and what he will be remembered for long after he is gone is the fact that he secured debt relief for Somalia.
Since the collapse of the Somali Republic in 1991, the country has been unable to access capital markets and receive loans from multilateral institutions such as the World Bank, the International Monetary Fund (IMF) and the African Development Bank.
Somalia’s ostracization from these institutions has, without doubt, played a significant role in the country’s poor economic performance over the last three decades.
Somalia’s exclusion from these institutions has led to the bulk of the country’s budget coming from aid and grants.
In total, Somalia owes an estimated $5 billion in external debt – which accounts for nearly the entirety of its gross domestic product (GDP). Somalia is currently part of the heavily indebted poor country (HIPC) initiative, which will help the country clear its total external debt.
Somalia’s biggest creditor, the U.S. has vowed to forgive the money owed to them by Somalia under House Resolution 1158.
The country has now completed all requirements to be eligible for debt relief and has begun to normalize relations with international financial institutions.
IMF Managing Director Kristalina Georgieva said debt relief will “help unlock significant new financial resources to address Somalia’s large development needs and poverty reduction.”
Once complete, projects to develop Somalia will be initiated. The first of these projects is an upgrade to a 6,000-kilometer (3,720-mile) network of roads and the four economic corridors that will connect the Horn ofAfrica.
The roads will connect Kismayo, Liboi, Garissa and Berbera to Djibouti, Bosaso to Berbera, and Mogadishu to Lamu.
According to Africa Command Director of Public Affairs Col. Chris Karns, at one point in time, 80%-90% of Southern Somalia was overrun by the al-Shabab terrorist group.
Today less than 20% of Somali territory is under their control. The reformation of the Somali Armed Forces has been without a doubt a priority for all previous administrations; however, Farmaajo has made rapid progress.
The Turkish trained special police forces known as “Gorgor” and the commandos known as “Haramcad” have been extremely successful thus far.
Under the Farmaajo administration, the Federal Government of Somalia (FGS) sent Gorgor forces to arrest a former head of al-Shabab, Mukhtar Robow.
Turkey plans on training roughly a third of the entire Somali Armed Forces and has supplied the army with 60,000 uniforms.
The military success
For the first time in over three decades, the Somali government has been able to deploy its own troops and has taken over the southern border region of Gedo from the Kenyan army, which had been stationed there since 2009.
Kenyan troops have spent the better half of a decade profiting off the illegal charcoal trade in Jubbaland, which begins in al-Shabab and ends at the al-Hamriya port in Dubai.
Despite being in Jubaland under the African Union Mission to Somalia (AMISOM) mandate, Kenyan troops turn a blind eye to al-Shabab terrorists exporting the charcoal to the United Arab Emirates (UAE) and in return, they receive $2 per bag, which adds up to $24 million a year lining their pockets.
The UAE, Kenya and al-Shabab are in cahoots and the removal of Kenyan Defence Forces from Gedo is a big step in the fight against al-Shabab.
In addition, Kenyan soldiers have spent years terrorizing the citizens of the Gedo region, carrying out indiscriminate killings, kidnappings and airstrikes.
In response to reports of corrupt officers taking money allocated for soldiers, Farmaajo forced every soldier to undergo biometric scanning to cut out corruption and ascertain the number of troops on the government payroll.
In total, 9,000 ghost soldiers were cut and the FGS is now saving tens of thousands of dollars that can be redistributed to other parts of the budget.
In addition, the biometric scan allows the FGS to directly pay each and every single soldier on time.
The Somali Armed Forces also received a $70 increase in pay, bringing their total salary to $230. A total of $100 goes to the soldier, while $30 is allocated to food rations, $70 to increment and an additional $30 for barrack food rations.
The economic positivity
Somalia’s economy is now in recovery thanks to the efforts of the Farmaajo administration.
Despite the COVID-19 outbreak, the World Bank reported that Somalia’s economy is projected to grow by 3.2%, the highest it has been in four years. Since Farmaajo was elected, Somalia’s revenue has been on an upward trajectory.
In 2017 Somalia made $148 million, followed by $198 million in 2018 and $223 million in 2019, making it their highest ever revenue collected in a year.
Revenue is growing at an unprecedented rate with an average increase of roughly $70 million yearly.
In October of 2019, Somalia adopted the international standards of the International Organization of Supreme Audit Institutions and the auditor general shared the annual audit with the public for the first time in the history of the nation.
Many people were pleased with the government’s transparency given the rife misuse of public funds and corruption in Somalia.
In February 2017, the budget was just $168 million and didn’t appear to be growing at a substantial rate. Three years later, a $460 million budget was approved for 2020, making it the largest budget in the history of the country.
There was a 174% budgetary increase within three years from the beginning of Farmaajo’s term.
With more financial reforms and the competition of the debt relief program, we’ll see Somalia’s budget skyrocket out of the millions into the billions.
Under Farmaajo’s leadership, the administration undertook efforts to improve the nation’s public works with many projects completed and currently underway.
Former U.S. President John F. Kennedy once said, “Ask not what your country can do for you – ask what you can do for your country.”
In Somalia, the people are practicing what Kennedy preached through the Isxilqaan program, which promotes that citizens can build the nation themselves and teaches them to be self-reliant.
Somalia’s greatest resource is its people, and each and every individual has an important role to play in the rebuilding of our nation.
With the Isxilqaan program, Somalia has rebuilt the famous statues of Somalia’s national heroes.
Statues of Gen. Ahmed Gurey, religious leader Sayid Mohamed and activist Hawo Taako now tower over the vibrant booming city of Mogadishu.
In addition, Qatar and Somalia signed an agreement to build a road connecting Central Somalia to the capital city of Mogadishu.
The road is a 90-kilometer-long, dual line that begins in Afgooye and ends at Jowhar, passing through Balcad and Mogadishu.
Although many accomplishments were achieved by the Farmaajo administration, there’s still a long way to go.
The next policy priority for the government must be to lobby the international community to lift the 30-year arms embargo placed on the country.
The administration has made significant strides in reforming the Somali army. The next critical objective must be to equip the army so that they are able to make military progress against al-Shabab.
Nearly four years have passed since Farmaajo was elected and election season is now upon us.
Farmaajo’s term has had many difficulties and obstacles it needed to overcome, but history will remember his tenure as arguably the most successful presidency during Somalia’s last three turbulent decades.

New national security adviser, Jake Sullivan, details some of the post-Trump foreign policy priorities for Biden

US President Joe Biden’s national security adviser, Jake Sullivan, says dealing with China, Afghanistan and Iran are key early priorities for the new administration.
“From our perspective, a critical early priority has to be to deal with what is an escalating nuclear crisis as they (Iran) move closer and closer to having enough fissile material for a weapon,” Sullivan told an online programme sponsored by the US Institute of Peace on Friday.
“We would like to make sure that we establish some of the parameters and constraints around the program that have fallen away over the course of the past few years,” Sullivan continued.
Sullivan’s comments come after Biden’s new secretary of state, Tony Blinken, on Wednesday insisted Tehran must resume complying with the 2015 Iran nuclear deal before Washington would do so.
Blinken said “that if Iran comes back into full compliance with its obligations under the JCPOA, the United States would do the same thing”.
Tehran will not accept the US’s demands that it reverse acceleration of its nuclear programme before Washington lifts sanctions, Foreign Minister Mohammad Javad Zarif said on Friday.
The demand “is not practical and will not happen”, he said at a joint news conference in Istanbul with his Turkish counterpart, Mevlut Cavusoglu.
Iran breached the terms of the accord in a step-by-step response to the decision by Biden’s predecessor, Donald Trump, to abandon the deal in 2018 and reimpose sanctions on Tehran.
Earlier this month, Iran resumed enriching uranium to 20 percent at its underground Fordow nuclear plant – a level it achieved before the accord.
However, Iran has said it can quickly reverse those violations if US sanctions are lifted.
“If the United States fulfils its obligations, we will fulfil our obligations in full,” he said.
‘Hard look’ at Taliban agreement
Sullivan discussed the May 1 deadline to withdraw the remaining US forces in Afghanistan under the deal, stating they are “taking a hard look” at how the Taliban is complying with its agreement with the US before deciding how to proceed.
The agreement, Sullivan pointed out, has three conditions that “stand out” to the Biden administration: The Taliban’s cutting of ties with “terrorist” groups, their “meaningful” reduction of violence and support of ceasefires, and their participation in “real … not fake” negotiations with the Afghan government.null
“What we’re doing right now, is taking a hard look at the extent to which the Taliban are in fact complying with those three conditions, and in that context, we make decisions about our force posture and our diplomatic strategy going forward,” Sullivan said.
His comments come one day after the Pentagon said “it is very hard” to see a “way forward” with the agreement without the Taliban meeting its commitments.
“Without them meeting their commitments to renounce terrorism and to stop the violent attacks on the Afghan National Security Forces … it is very hard to see a specific way forward for the negotiated settlement, but we’re still committed to that,” Pentagon spokesman John Kirby told reporters on Thursday.
US officials and diplomats have said ties between the Taliban, especially its Haqqani Network branch, and al-Qaeda remain close.null
“Thus far, the Taliban has been, to put it politely, reticent to meet their requirements,” Kirby added.
Meanwhile, the Taliban on Friday accused the US of violating its side of the agreement with a spokesman saying “almost every day they are violating it”.
“They are bombarding civilians, houses and villages, and we have informed them from time to time, these are not just violations of the agreement but violations of human rights,” Mohammad Naeem, a Taliban spokesman in Qatar, told the AFP news agency on Friday.
China also key
Sullivan also said on Friday the United States must be prepared to impose costs on China for its actions against Uighur Muslims in Xinjiang, its crackdown in Hong Kong and threats towards Taiwan.
He said the US needs to speak with clarity and consistency and needs to be “prepared to act, as well to impose costs, for what China is doing in Xinjiang, what it is doing in Hong Kong, for the bellicosity and threats it is projecting towards Taiwan”.
Sullivan did not elaborate on specific steps Washington might take
He said the China issue was at the top of those to be addressed between the US and allies in Europe and stressed the need to agree on joint responses with Europe on China’s trade and technology abuses.
“We don’t have entirely aligned perspectives on every one of these issues … I think China is right at the top of the list of things that we’ve got to work together on and where there is work to do to get fully aligned.
The Biden administration, which took office on January 20, has indicated it will continue the tough approach to China pursued by Trump but wants Beijing’s cooperation on policy priorities such as climate change.
Blinken has endorsed a last-minute determination by his predecessor, Mike Pompeo, that China has committed genocide in Xinjiang. The move increases pressure for more US sanctions, which the Trump administration also imposed over Beijing’s crackdown on democracy in Hong Kong.
Biden’s administration issued a strong statement in support of Taiwan amid stepped-up Chinese military activity near the island, stressing the US commitment to Taipei is “rock solid”.

US District Judge Drew Tipton said the Biden administration had failed “to provide any concrete, reasonable justification for a 100-day pause on deportations.”

A federal judge has barred the US government from enforcing a 100-day deportation moratorium that is a key immigration priority of President Joe Biden.
US District Judge Drew Tipton issued a temporary restraining order on Tuesday sought by Texas, which sued on Friday against a Department of Homeland Security memo that instructed immigration agencies to pause most deportations.
Tipton said the Biden administration had failed “to provide any concrete, reasonable justification for a 100-day pause on deportations.”
Tipton’s order is an early blow to the Biden administration, which has proposed far-reaching changes sought by immigration advocates, including a plan to legalise an estimated 11 million immigrants living in the US illegally.
Biden promised during his campaign to pause most deportations for 100 days.
The order represents a victory for Texas’ Republican leaders, who often sued to stop programs enacted by Biden’s Democratic predecessor, President Barack Obama.
It also showed that just as Democratic-led states and immigration groups fought former President Donald Trump over immigration in court, often successfully, so too will Republicans with Biden in office.
David Pekoske, the acting Homeland Security secretary, signed a memo on Biden’s first day directing immigration authorities to focus on national security and public safety threats as well as anyone apprehended entering the US illegally after November1. That was a reversal from Trump administration policy that made anyone in the US illegally a priority for deportation.
The 100-day moratorium went into effect Friday and applied to almost anyone who entered the US without authorization before November.
Texas Attorney General Ken Paxton argued that the moratorium violated federal law as well as an agreement Texas signed with the Department of Homeland Security late in the Trump administration.
That agreement required Homeland Security to consult with Texas and other states before taking any action to “reduce, redirect, reprioritize, relax, or in any way modify immigration enforcement.”
The Biden administration argued in court filings that the agreement is unenforceable because “an outgoing administration cannot contract away that power for an incoming administration.”
Paxton’s office, meanwhile, submitted a Fox News opinion article as evidence that “refusal to remove illegal aliens is directly leading to the immediate release of additional illegal aliens in Texas.”
Tipton, a Trump appointee, wrote that his order was not based on the agreement between Texas and the Trump administration, but federal law to preserve the “status quo” before the DHS moratorium.
Paxton has championed conservative and far-right causes in court, including a failed lawsuit seeking to overturn Biden’s victory over Trump, as he himself faces an FBI investigation over accusations by top former aides that he abused his office at the service of a donor.
In response to the order, Paxton tweeted “VICTORY” and described the deportation moratorium as a “seditious left-wing insurrection,” an apparent reference to the Jan. 6 insurrection in which Trump supporters stormed the Capitol. Five people died in the Capitol riots, including a Capitol Police officer.
Kate Huddleston of the American Civil Liberties Union of Texas criticized Paxton and argued his lawsuit shouldn’t be allowed to proceed.
“The administration’s pause on deportations is not only lawful but necessary to ensure that families are not separated and people are not returned to danger needlessly while the new administration reviews past actions,” Huddleston said in a statement.

The United States military has completed withdrawing troops from Somalia, according to the U.S. Africa Command.
AFRICOM spokesperson Colonel Christopher P. Karns confirmed to VOA Somali that the repositioning of the troops was completed ahead of the deadline in a presidential directive last December ordering the troop removal by mid-January.
The number of U.S. military personnel in Somalia ranged from 650 to 800 people. U.S. troops supported and mentored an elite Somali unit known as the Danab “lightning” brigade.
Karns said a “very limited” U.S. presence remains in Somalia.
“For force protection considerations, I won’t go into roles, responsibilities, locations, or the very limited remaining U.S. presence for force protection and operational reasons,” he said.
“The president’s directive has been carried out,” he added.
U.S. military officials earlier said most of the personnel will be repositioned in the region, but Karns would not provide a breakdown of where U.S. forces have been moved to in Africa “due to ongoing operations.”
AFRICOM said the repositioning was finished a couple of days early while still applying pressure to al-Shabab in the process. On January 13, the day of the completion, AFRICOM reported the third airstrike against al-Shabab this year. The strike in the vicinity of Buulo Falaay in the Bay region killed one al-Shabab member and destroyed a compound, according to AFRICOM.
The U.S. vowed to continue to engage Somali forces and maintain pressure against al-Shabab.
Karns said the operation continues into its “next phase of periodic engagement with Somali security forces.”
“Our focus very much remains fixed and focused on al-Shabab,” Karns said. “It would not be wise for them to test us.”
On Sunday, the al-Shabab militant group attacked a convoy of Somali forces escorting a regional governor and military officers in the vicinity of Tihsile village about 50 kilometers west of Mogadishu. The convoy was on its way to Ballidogle airport where many of the U.S. personnel training Somali forces had been based. Several soldiers were wounded, according to Somali security officials who could not be named because they are not authorized to speak to the media.
Bangladeshis turn to BiP amid privacy concerns on Facebook-owned WhatsApp

Turkish communication and messaging app, BiP jumped to the top of the users’ list in Bangladesh in the wake of concerns about privacy protection on WhatsApp.
BiP currently holds the top position in Bangladesh among the top messaging apps for Android, according to one of the world’s leading app store optimization and mobile app intelligence platforms, MobileAction.
It placed WhatsApp second in Bangladesh, while imo, Facebook Messenger and Telegram Messenger are trailing.
Smartphone users in the south Asian delta state are downloading BiP in great numbers and talking about it on social media.
Youngsters are claiming that is BiP a fantastic app launched by Turkey under the leadership of President Recep Tayyip Erdogan.
Dhaka-based journalist Aoulad Hossain applauded the app and told Anadolu Agency: “I think using the BiP app is safer than WhatsApp as the authority of the app has assured that they will keep all the information of the users secured.”
He said changes to WhatsApp’s privacy policy pushed him to switch. “As WhatsApp has changed its policy to share part of users’ information with Facebook, I’m concerned about my privacy and decided to convert to BiP,” he said.
The surge in downloads of the Turkish app has gained worldwide momentum after WhatsApp, boasting more than 2 billion users, recently introduced controversial changes to its privacy policy that allows it to share more data with parent company Facebook.
Operators of GSM (Global System for Mobile Communications) in Turkey — Turkcell, Turk Telekom and Vodafone — joined hands for local messaging app BiP and have since experienced a massive global response.
Massive response in Bangladesh
The response to BiP in Bangladesh appears to be among the top in the world, especially since youngsters in the Muslim-majority country started to download the app and call it “their app.”
“I like Turkey. I love Turkish mega serials Dirilis Ertugrul, Kurulus Osman and Uyanis: Buyuk Selcuklu,” Oliur Rahman, an intermediate student in the capital Dhaka told Anadolu Agency. “I like brave Turkish leader Erdogan. So, I’ve downloaded the Turkish app as my app and I’ll use it randomly from now on.”
Praising Turkey’s initiative, an IT employee at a private firm in Dhaka said BiP needs to add more features like status and theme options.
“You have to know why people use WhatsApp and must introduce all those features and add some more to attract users,” said Rakibul Islam.
At present, nearly 110 million people in Bangladesh use mobile and one-quarter use smartphones and enjoy the internet along with different messaging apps, according to data from Bangladesh Telecommunication Regulatory Commission and media reports.
“If the current trend of downloading BiP continues in Bangladesh, within a few weeks, users of the app will be in the millions,” said Islam.
Lucrative offers
Data showed Saturday that BiP has been downloaded by more than 50 million users worldwide, according to Google’s app store.
“BiP is a secure, easy-to-use, free communication and life platform, which offers a seamless communication and a wide range of utility features such as instant translations to 106 languages and exchange rates,” says the app’s description.
It allows users on mobile and the web to make video and audio calls with up to 10 people simultaneously around the world and share images, videos and location.
Zerina Begum, a professor at the Information Technology Institute of Dhaka University, characterized the excitement in Bangladesh and the rest of the world surrounding BiP as common human nature.
Telling Anadolu Agency that users naturally feel interested in anything new, Begum said: “So, the newly introduced BiP has attracted the attention of people and the vacuum developed by the controversial move of WhatsApp has played a significant role to boost the app,” she added.
Underlining the sentiments of Bangladeshis, she said many in the country like Turkey and Erdogan, helping to further boost the app in the South Asian country.
She urged BiP officials, however, not to compromise the privacy of users and the faith they have entrusted them.
The group of 10 Nepalis was the only successful team so far among dozens currently attempting to scale the mountain.

WASHINGTON (CeelWaaqNews) :The House voted Wednesday to impeach President Donald Trump for a second time in a swift and bipartisan condemnation of the President’s role inciting last week’s riot at the US Capitol.
The House voted to impeach Trump exactly one week after rioters forced lawmakers to flee from the very chamber in which they cast ballots in the fourth presidential impeachment in US history — and the first time a President has been impeached twice. There were at least 10 Republicans, including the House’s No. 3 Republican, Liz Cheney of Wyoming, who joined with Democrats to impeach Trump for “incitement of insurrection.”
While the vote won’t force Trump from office — the Senate trial isn’t expected to begin until after President-elect Joe Biden is sworn in next week — the vote was a visceral response from lawmakers in both parties furious at Trump after a deadly pro-Trump mob overran Capitol Police, ransacked the US Capitol and put the lives of Vice President Mike Pence and lawmakers in danger last week.
“We know that the President of the United States incited this insurrection, this armed rebellion against our common country,” House Speaker Nancy Pelosi said on the House floor ahead of the vote. “He must go. He is a clear and present danger to the nation that we all love.”
The speed of the vote and the Republican support underscores the fury that lawmakers feel about Trump’s role inciting the rioters who overtook the Capitol, who were fueled by Trump’s months of false rhetoric about the election being stolen from him. Cheney’s statement was cited by impeachment supporters and detractors alike Wednesday after she charged that Trump “summoned this mob, assembled the mob and lit the flame of this attack.”
“There has never been a greater betrayal by a President of the United States of his office and his oath to the Constitution,” Cheney said.
McCarthy said Wednesday that Trump “bears responsibility for Wednesday’s attack on Congress by mob rioters,” urging the President to accept his share of responsibility and “quell the brewing unrest.” McCarthy, however, argued the House should create a bipartisan commission instead of impeachment.
“I believe impeaching the President in such a short timeframe would be a mistake,” McCarthy said. “No investigations have been completed. No hearings have been held.”
The division within the Republican Party starkly contrasts the House Democrats’ 2019 impeachment of Trump, when House Republicans were united in opposition.
In the Senate, Majority Leader Mitch McConnell is not planning to bring the Senate back for a trial before January 19, meaning the trial won’t begin until Trump is out of office and Biden has been sworn in.
In a note to his GOP colleagues Wednesday afternoon, McConnell wrote, “I have not made a final decision on how I will vote and I intend to listen to the legal arguments when they are presented to the Senate.”
McConnell has indicated he believes impeaching Trump will make it easier to get rid of the President and Trumpism from the Republican Party, sources said Tuesday. McConnell is facing a delicate balance — a number of his GOP colleagues have made clear they oppose impeachment and the Kentucky Republican famously loathes anything that divides his conference, according to a source familiar with the matter.
But the source says McConnell is also keenly aware of the moment in history — and the moment for the Republican Party. McConnell’s shift against Trump has been apparent for those watching him closely. He cut off contact with Trump weeks ago and has made clear he has no plans ever to speak to him again.
For House Democrats, the disagreements that divided their caucus on impeachment in 2019 simply never materialized. Democrats quickly coalesced around using impeachment in the final days of Trump’s presidency to serve as a proper response to the President’s conduct and as a way to push for his removal from office before the end of his term, although that scenario looks unlikely.
Pence sent a letter ahead of the vote saying he would not seek to invoke the 25th Amendment as Democrats had urged, and Trump is not considering resigning.
Pelosi has brushed aside Republican efforts to take a different action, such as censure, in response to Trump’s role in the riot. She named impeachment managers on Tuesday evening, a team of nine Democrats who will be led by Rep. Jamie Raskin of Maryland, ahead of a likely trial in the days after President-elect Joe Biden is sworn in. House Majority Leader Steny Hoyer said late Tuesday the House would send the articles to the Senate immediately.
Democrats have only grown more resolute in their push to impeach Trump over the riot as more information has come out about the attack on the Capitol, including violent images of Capitol Police officers being attacked, and the death of a Capitol Police officer. Wednesday’s vote occurred while thousands of National Guard troops were present every nook of the Capitol complex ahead of next week’s inauguration, and they slept on the floors of the Capitol building the night before the impeachment vote.
Trump has showed no contrition for his role in last week’s Capitol riot, railing against impeachment on Tuesday in his first public remarks since the incident. A source close to the President said he’s not considering resigning.
“It’s been analyzed,” Trump said of his remarks last week to the crowd before the riots. “People thought what I said was totally appropriate.”
Trump, unable to post his thoughts on Twitter after his account was permanently suspended in the fallout from the riots, released a statement just before Wednesday’s vote saying, “In light of reports of more demonstrations, I urge that there must be NO violence, NO lawbreaking and NO vandalism of any kind. That is not what I stand for, and it is not what America stands for. I call on ALL Americans to help ease tensions and calm tempers.”
Wednesday’s impeachment vote will complicate the opening days of the Biden administration, both in his efforts to reach out to Republicans and because the Senate is likely to be tied up with a trial just as Biden is taking office.
Both Biden and Schumer have argued that the Senate will try to divide its days while conducting the trial, so the Senate can confirm Biden’s nominees and consider Covid-19 stimulus legislation while also carrying out the impeachment trial.

A Trump adviser told Fox News the statement will go out as an email from the White House press office. The White House will then attempt to post the statement to all of Trump’s official social media accounts.
The adviser also told Fox News the statement would be posted and distributed through all Trump campaign and political accounts.
“President Trump is asking all Americans to join with him in ensuring that there is an orderly and peaceful transition next week,” a senior Trump adviser told Fox News. “President Trump is also asking that Big Tech companies join with him in this effort.”
The adviser added: “This is a critical time in our nation’s history and surely we can all come together to deliver this important message and not continue to play partisan politics.”
The president’s statement came as the House was debating an article of impeachment against him, saying he incited insurrection, and days after he was permanently suspended from Twitter, Facebook and Instagram.
Twitter, Facebook and Google did not immediately respond to Fox News’ request for comment.
The statement also came just a day after his first public appearance since last week’s Capitol riot, telling reporters he wanted “no violence.”
The Capitol riot on Jan. 6 sent Congress into lockdown as lawmakers met in a joint session to certify the results of the 2020 presidential election for President-elect Joe Biden. The riot left five people dead, including a Capitol Police officer.
The riot came after the president spoke at a rally last Wednesday, telling supporters that he would “never concede.” Congress later returned and certified the Electoral College vote early Thursday, formally giving Biden his presidential victory.
Meanwhile, Republican National Committee Chairwoman Ronna McDaniel said Wednesday that “violence has no place in our politics. Period.”
“I wholly condemned last week’s senseless acts of violence, and I strongly reiterate the calls to remain peaceful in the weeks ahead,” McDaniel said. “Those who partook in the assault on our nation’s Capitol and those who continue to threaten violence should be found, held accountable, and prosecuted to the fullest extent of the law.”
She added: “Let me be clear: Anyone who has malicious intent is not welcome in Washington, D.C. or in any other state capitol. The peaceful transition of power is one of our nation’s founding principles and is necessary for our country to move forward.”
McDaniel said that “now is the time to come together as one nation, united in the peaceful pursuit of our common democratic purpose.”
Neither Somalia nor Kenya can afford the multifaceted dispute that led to the severance of ties turning into a protracted crisis.

In December, Somalia cut diplomatic ties with Kenya accusing it of repeatedly “meddling in its internal affairs” and “violating its sovereignty”. The move brought the long-simmering tensions between the two neighbours to the surface and ushered in a tinderbox situation that will have wide-reaching geopolitical ramifications if not resolved quickly.
Neither Somalia nor Kenya can afford the dispute turning into a protracted crisis: The two East African nations share a long land border and have strong socioeconomic ties.
Indeed, Somalia is currently home to tens of thousands of Kenyan workers who play an important role in the country’s corporate, aid, service and hospitality sectors. Until early December, Somalia had a visa-on-arrival arrangement with Kenya, which allowed Kenyan nationals to do business in the country with relative ease.
Kenya, on the other hand, hosts hundreds of thousands of Somali refugees and is home to a large population of ethnic Somalis. It has also invested heavily in Somalia’s post-conflict reconstruction and hosted several conferences that played an important role in the success of peace-building efforts in Somalia. The Somali diaspora also has significant investments in Kenya due to the relatively favourable working and market conditions in the country.null
Moreover, Kenya is one of the countries contributing troops to the African Union Mission in Somalia (AMISOM) and the two nations are currently fighting against a shared enemy that is threatening their safety and stability: Al-Shabab.
The multiple roots of the Kenya-Somalia crisis
While the Somali authorities have not yet disclosed the specific reasons behind their decision to cut diplomatic ties with Kenya, there are several well-known tension points in the two countries’ relations that likely paved the way for the move.
The trade imbalance between the neighbours and Kenya’s repeated suspension of cross-border trade activities in recent years due to “security concerns” is one of these tension points.
The trade of Khat, a herbal stimulant widely grown in Kenya, is currently at the heart of the trade disagreements between the two nations. Somalia, where Khat is widely enjoyed, has long been Kenya’s main export market for the red-stemmed, chewable green shrub. In March, however, Somalia practically banned Khat imports from Kenya, citing the spread of COVID-19 as the reason. The move was seen by many as an attempt by Mogadishu to use Khat as a bargaining chip in its efforts to establish a more balanced trade relationship with Nairobi.null
Somalia is also discontented with Kenya’s refusal to issue visas to its citizens on arrival, despite such an arrangement being agreed to in 2019 during a meeting between President Mohamed Farmaajo and his Kenyan counterpart, Uhuru Kenyatta.
Jubaland, one of Somalia’s five semi-autonomous states which border Kenya, is another source of tension between the two neighbours. On November 30, Somalia expelled Kenya’s ambassador and recalled its own envoy from Nairobi, accusing Kenya of interfering in the electoral process in the state. Local authorities in Jubaland claim Mogadishu is seeking to remove the state’s President Ahmed Madobe, a key ally of Nairobi, and put a loyalist in power to increase central control. In the meantime, Somalia is accusing Kenya of using its military presence in the region to support and maintain a regional government that it considers “unfriendly”.
Kenya and Somalia are also at odds due to a spat over maritime borders, with possibly lucrative Indian Ocean oil and gas reserves at stake. The dispute now rests with the International Court of Justice, but Kenya is still trying to reach an out of court settlement. It is safe to say this case, whose final hearing is due in March 2021, has influenced how Nairobi treats Mogadishu. Kenya seems to be failing to understand that no Somali leader in their right mind would dare an out of court settlement with Kenya since it would turn the public opinion against them.
The two countries are also having disputes in the security arena. Kenyan Defense Forces (KDF) serving under AMISOM in Somalia are facing criticism for allegedly targeting Somali telecommunications towers, which are crucial to the local economy as they are used not only for communication but also for monetary transactions, under the guise of trying to break al-Shabab’s communication channels. The Somali government openly condemned Kenya for destroying the towers, even though the authorities in Nairobi continue to deny any involvement in the attacks.
Somaliland, the northwestern region that declared independence from Somalia in 1991, is another source of conflict between Mogadishu and Nairobi. A Kenyan delegation visited Somaliland’s capital Hargeisa in July to discuss bilateral relations and in December, President Kenyatta hosted Somaliland leader Musa Bihi Abdi in Nairobi. At the end of the visit, the two leaders announced closer relations in a joint statement, with Kenya committing to opening a consulate in Somaliland by the end of March. Many believe this was the main reason behind the latest escalation in tensions.
Domestic politics has also played a role in Somalia’s decision to sever diplomatic ties with Kenya. A presidential election is scheduled to take place in the country on February 8, and once again President Farmaajo is trying to win the race by creating an outside enemy and stoking nationalist sentiment. Prior to the 2016 election, Farmaajo presented Ethiopia as an enemy that only he can successfully confront and this narrative helped him obtain the presidency. Today, he is clearly trying to do the same with Kenya. Farmajo’s government and supporters are also pushing the narrative that opposition groups in the country contesting his presidential bid are pro-Kenya and hence “traitors”.
The way forward
Despite all the aforementioned pressure points, the Somali and Kenyan governments need each other to ensure the future security and prosperity of their people. They can still choose the path of diplomatic sanity, engage in talks, and prevent a physical confrontation that would be devastating not only for their own nations but also for the wider region.
With the severance of diplomatic ties, it became clear that the “wait-and-see” attitude both countries assumed in regards to their bilateral problems is not working. If they are to move beyond this crisis and build a strong neighbourly alliance, a massive paradigm shift in the way the two countries relate to each other is needed.null
Somalia and Kenya can take several steps, together and independently, to ease current tensions and resolve outstanding issues:
A committee consisting of Somali and Kenyan technocrats can be tasked with mapping the issues and grievances between the two nations and offering policy recommendations. Issues like the trade imbalance, Khat exports, visa regimes, and border security can be resolved swiftly and effectively if both governments commit to following the recommendations of this technical and bilateral committee.
A similar committee can also be formed to resolve problems between the KDF, Somali forces and local administrations. The alleged misconduct of the KDF forces is not undermining only the relations between Somalia and Kenya but also regional security. If both nations acknowledge this fact and allow for claims of misconduct to be independently investigated, they can eventually come up with an effective security strategy acceptable to both sides and keep their border areas secure.
The Jubaland dispute, meanwhile, can also be resolved through dialogue and diplomacy. The Somali authorities, rather than taking punitive measures against Kenya such as expelling its ambassador, should directly discuss their grievances over the issue with Kenya’s leaders. Moreover, rather than acting as if all of the regional state’s problems are tied to Kenya, they should treat the issue as a domestic one. If Mogadishu manages to come to an understanding with the Jubaland administration through peaceful consensus building and dialogue, Kenya will automatically find itself unable to intervene in the situation and the problem will resolve itself.null
But the two nations should not be left to deal with this multifaceted dispute on their own. Other African powers and regional bodies should also move to put pressure on Somalia and Kenya to swiftly restore their diplomatic relations and resolve their grievances through dialogue. Ethiopia, which has close ties to both countries and has recently played a leading role in the resolution of many regional conflicts, can take steps to bring the two administrations to the negotiating table. The Intergovernmental Authority on Development (IGAD), which counts both Somalia and Kenya among its members, can also help bring the dispute to an end. The trade bloc already started putting pressure on Somalia to resolve its diplomatic tiff with Kenya during its 38th Extraordinary Assembly in late December and convinced Mogadishu to “take the first steps” to resolve the dispute. These efforts should gain further speed in the new year.
In the end, neither Kenya nor Somalia has much to gain from a protracted conflict. There is still a clear path to peaceful coexistence and neighbourly cooperation and the two nations should get on it before its too late.

Twitter said on Friday it has permanently suspended US President Donald Trump’s account due to the risk of further incitement of violence.
“After close review of recent Tweets from the @realDonaldTrump account and the context around them we have permanently suspended the account due to the risk of further incitement of violence,” the company said in a statement.
“In the context of horrific events this week, we made it clear on Wednesday that additional violations of the Twitter Rules would potentially result in this very course of action. Our public interest framework exists to enable the public to hear from elected officials and world leaders directly. It is built on a principle that the people have a right to hold power to account in the open.”
The company said in its statement that two of Trump’s tweets on January 8 violated its glorification of violence policy.
In the first tweet that violated this policy, according to Twitter, Trump said the “75,000,000 great American Patriots who voted for me, AMERICA FIRST, and MAKE AMERICA GREAT AGAIN, will have a GIANT VOICE long into the future. They will not be disrespected or treated unfairly in any way, shape or form!!!”
Twitter said in its assessment this tweet “is being interpreted as further indication that President Trump does not plan to facilitate an ‘orderly transition’ and instead that he plans to continue to support, empower, and shield those who believe he won the election.”
In a separate tweet, Trump said: “To all of those who have asked, I will not be going to the Inauguration on January 20th.”null
Twitter said “Trump’s statement that he will not be attending the Inauguration is being received by a number of his supporters as further confirmation that the election was not legitimate” and “also serve as encouragement to those potentially considering violent acts that the Inauguration would be a ‘safe’ target, as he will not be attending.”
Twitter had temporarily blocked Trump’s account earlier this week following the siege of Capitol Hill on Wednesday by pro-Trump protesters and warned that additional violations by the president’s accounts would result in a permanent suspension.
The White House did not immediately issue a statement in response to the permanent suspension.

“The DSA (Debt Sustainability Assessment) suggests that Kenya is susceptible to export and market financing shocks and more prolonged and protracted shocks to the economy would also present downside risks to the debt outlook, including from the continued potential loss of market access for frontier economies at reasonable prices, thus raising the probability that the debt indicators would remain in breach of the thresholds over time,” the IMF said in its assessment report.

Sub-Saharan African countries have been tapping cheap dollar loans that saw outstanding debt nearly double to $625 billion between 2011 and 2019, according to the World Bank. But now the continent is facing jittery investors since Zambia defaulted on its Eurobonds and other countries restructured bilateral loans under a deal offered by the Group of 20 of leading economies.
The IMF projects that Kenya’s debt in present value terms will hit 69.9 percent of the GDP in 2022 and breach the 70 percent threshold up to 2024 when the country is scheduled to settle the 2014 Eurobond in a bullet payment — a single repayment of principal of a bond or loan on its maturity date.
The fund’s assessment further shows that Kenya will also be in breach of the amount of interest payments against dollar-earning exports and debt service against tax revenues in 2024.
The country has recently turned to expensive commercial loans to refinance maturing debt and fund the budget. These include syndicated loans arranged by banks which are short-term and charge interest rates as high as eight percent.
In 2013 only seven percent of external debt was commercial, 27 percent bilateral and 64 percent borrowed from multilateral sources.
Currently, commercial debt makes up 31 percent of foreign loans, bilateral debt is 30 percent while multilateral debt is 39 percent.
Out of Kenya’s Sh3.2 trillion external debt, $6.1 billion (Sh652.7 billion) is owed to holders of the country’s Eurobonds.
The current Jubilee administration has borrowed nine syndicated loans compared to a single one during the tenure of President Mwai Kibaki’s, reflecting the recent borrowing spree.
These have been borrowed from Standard Bank, Standard Chartered Bank, Citi Bank, Trade Development Bank (former PTA Bank), Hong Kong and Shanghai Banking Corporation (HSBC) and Qatar National Bank.
TDB is Kenya’s biggest lender of syndicated loans and has issued the country with over Sh160 billion over the last four years.
The IMF and the World Bank are helping Kenya balance its books by offering low-cost loans with long grace periods and lengthy maturity to reduce interest payments and make debt easy to service.
Last year Kenya turned to the two institutions for cheaper concessional loans, tapping Sh100 billion from the World Bank and Sh79.3 billion from the IMF.
Kenya plans to borrow an additional $1.5 billion (Sh150 billion) from the World Bank in 2021 and take a $2.3 billion (Sh250.4 billion) loan facility from the IMF for budget support.
The loans are offered at less than two percent with a grace period of five years and a 30-year repayment period.

US President-elect Joe Biden has warned of “devastating consequences” if President Donald Trump continues to delay signing a Covid-19 economic relief bill passed by Congress.
Biden spoke out as millions of Americans saw their jobless benefits expire after Trump threw a long-awaited pandemic aid package into doubt, demanding lawmakers more than triple the $600 direct payments to US taxpayers.
“This abdication of responsibility has devastating consequences. Today, about 10 million Americans will lose unemployment insurance benefits,” Biden said in a statement.
The stimulus measure is wrapped up with a $1.4 trillion funding bill, without which the government will be forced to shut down at midnight Monday.
“In just a few days, government funding will expire, putting vital services and paychecks for military personnel at risk,” Biden added.
“In less than a week, a moratorium on evictions expires, putting millions at risk of being forced from their homes over the holidays.”
In a video late on Tuesday, Trump, who is due to leave office in less than a month, called the $900 million bill “a disgrace” despite it being passed on Monday with a large bipartisan majority after months of negotiation.
The legislation was designed to throw a lifeline to businesses and people struggling to keep their heads above water.
But in a pre-recorded statement made in the White House, Trump said he would refuse to accept the bill without changes increasing the checks to taxpayers to $2,000.
The move puts the Republican president at odds with his party’s Senate majority leader Mitch McConnell and House minority leader Kevin McCarthy, who have ruled out any larger stimulus measures.
Republicans on Thursday blocked a Democratic effort to increase the payments that would go to all taxpayers earning up to $75,000 a year, with smaller amounts for those making up to $99,000.
“Delay means more small businesses won’t survive this dark winter because they lack access to the lifeline they need, and Americans face further delays in getting the direct payments they deserve as quickly as possible to help deal with the economic devastation caused by Covid-19,” Biden added.
It is almost unprecedented for a president to veto a bill that received such overwhelming bipartisan support.
But his veto of a defence funding bill on Wednesday, the NDAA, ensures lawmakers will return to Washington after Christmas to override the action.
And while Congress also would almost certainly override a presidential veto of the funding package, Trump could pull off a “pocket veto,” by simply refusing to sign the bill until the current Congressional term ends and the new session is installed January 3.
Covid-19 cases have spiked and the US death toll stands at more than 330,000. Economic recovery has faltered despite the roll-out of vaccinations offering hope for an end to the outbreak in 2021.
Unemployment benefits for millions of Americans struggling to make ends meet were set to lapse at midnight Saturday night unless Trump signed an end-of-year Covid relief and spending bill that had been considered a done deal before his sudden objections.
“It’s a chess game and we are pawns,” said Lanetris Haines, a self-employed single mother of three in South Bend, Indiana, who stands to lose her $129 weekly jobless benefit unless Trump signs the package into law or succeeds in his improbable quest for changes.
“I’ve been talking to people who are scared they’re going to be kicked out from their homes, during the Christmas holidays, and still might be if we don’t sign this bill,’’ said Representative Debbie Dingell, a Michigan Democrat.
Lauren Bauer, a fellow in economic studies at the Brookings Institution, has calculated that 11 million people would lose aid from the programs immediately without additional relief; millions more would exhaust other unemployment benefits within weeks.
Andrew Stettner, an unemployment insurance expert and senior fellow at the Century Foundation think tank, said the number may be closer to 14 million because joblessness has spiked since Thanksgiving.
“All these folks and their families will suffer if Trump doesn’t sign the damn bill,’’ Heidi Shierholz, director of policy at the liberal Economic Policy Institute, tweeted on Wednesday. However, she said the unemployed could potentially receive payments retroactively if the bill is eventually signed.
How and when people are affected by the lapse depends on the state they live in, the program they are relying on and when they applied for benefits. In some states, people on regular unemployment insurance could continue to receive payments under a program that extends benefits when the jobless rate surpasses a certain threshold, Stettner said.
About 9.5 million people, however, rely on the Pandemic Unemployment Assistance program that expires altogether Saturday. That program made unemployment insurance available to freelancers, gig workers and others who are normally not eligible.
After receiving their last checks, those recipients will not be able to file for more aid starting Monday, Stettner said.
While payments could be received retroactively, any gap means more hardship and uncertainty for Americans who have already grappled with bureaucratic delays, often depleting much of their savings to stay afloat while waiting for payments to kick in.
They are people like Earl McCarthy, a father of four who lives in South Fulton, Georgia, and has been relying on unemployment since losing his job as a sales representative for a luxury senior living community.
He said he will be left with no income by the second week of January if Trump fails to sign the bill.
McCarthy said he already burned through much of his savings as he waited five months to begin receiving his unemployment benefits. After leaving weekly messages with the unemployment agency, McCarthy reached out to the South Fulton mayor’s office, then to his state legislative representative to ask for help. He finally started getting payments in November.
“The entire experience was horrifying,” said McCarthy, who is receiving about $350 a week in unemployment insurance.
“For me, I shudder to think if I had not saved anything or had an emergency fund through those five months, where would we have been?” he said. “It’s going to be difficult if the president doesn’t sign this bill.”
The bill awaiting Trump’s signature would also activate a weekly $300 federal supplement to unemployment payments.
Sharon Shelton Corpening had been hoping the extra help would allow her 83-year-old mother, with whom she lives, to stop eating into her social security payments to make their $1,138 rent.
Corpening, who lives in the Atlanta area, had launched a freelance content strategy business that was just taking off before the pandemic hit, prompting several of her contracts to fall through. She is receiving about $125 a week under the pandemic unemployment program and says she will be unable to pay her bills in about a month. This, despite her temporary work for the US census and as an elections poll worker.
“We on the brink,” said Corpening. “One more month, if that. Then, I run out of everything.”
Trump still refusing his loss to Biden
Trump, meanwhile, has been spending his final days in office golfing and angrily tweeting as he refuses to accept his loss to Biden in the November 3 election. On Saturday, he again lashed out at members of his own party for failing to join his quest to try to overturn the results of the election with baseless claims of mass voter fraud that have been repeatedly rejected by the courts.
“If a Democrat Presidential Candidate had an Election Rigged & Stolen, with proof of such acts at a level never seen before, the Democrat Senators would consider it an act of war, and fight to the death,” he railed. He said Senate Majority Leader McConnell and his Republicans “just want to let it pass. NO FIGHT!”
Trump also lashed out at the Supreme Court, the Justice Department and the FBI as he seemed to encourage his supporters to gather in Washington on January 6, the day Congress tallies the Electoral College vote — even though a similar event last month devolved into violence, with multiple people being stabbed in the capital’s streets.
In addition to freezing unemployment benefits, Trump’s lack of action on the bill would lead to the expiration of eviction protections and put on hold a new round of subsidies for hard-hit businesses, restaurants and theatres, along with money to help schools and vaccine distribution.

Biden spoke out as millions of Americans saw their jobless benefits expire after Trump threw a long-awaited pandemic aid package into doubt, demanding lawmakers more than triple the $600 direct payments to US taxpayers.
“This abdication of responsibility has devastating consequences. Today, about 10 million Americans will lose unemployment insurance benefits,” Biden said in a statement.
The stimulus measure is wrapped up with a $1.4 trillion funding bill, without which the government will be forced to shut down at midnight Monday.
“In just a few days, government funding will expire, putting vital services and paychecks for military personnel at risk,” Biden added.
“In less than a week, a moratorium on evictions expires, putting millions at risk of being forced from their homes over the holidays.”
In a video late on Tuesday, Trump, who is due to leave office in less than a month, called the $900 million bill “a disgrace” despite it being passed on Monday with a large bipartisan majority after months of negotiation.
The legislation was designed to throw a lifeline to businesses and people struggling to keep their heads above water.
But in a pre-recorded statement made in the White House, Trump said he would refuse to accept the bill without changes increasing the checks to taxpayers to $2,000.
The move puts the Republican president at odds with his party’s Senate majority leader Mitch McConnell and House minority leader Kevin McCarthy, who have ruled out any larger stimulus measures.
Republicans on Thursday blocked a Democratic effort to increase the payments that would go to all taxpayers earning up to $75,000 a year, with smaller amounts for those making up to $99,000.
“Delay means more small businesses won’t survive this dark winter because they lack access to the lifeline they need, and Americans face further delays in getting the direct payments they deserve as quickly as possible to help deal with the economic devastation caused by Covid-19,” Biden added.
It is almost unprecedented for a president to veto a bill that received such overwhelming bipartisan support.
But his veto of a defence funding bill on Wednesday, the NDAA, ensures lawmakers will return to Washington after Christmas to override the action.
And while Congress also would almost certainly override a presidential veto of the funding package, Trump could pull off a “pocket veto,” by simply refusing to sign the bill until the current Congressional term ends and the new session is installed January 3.
Covid-19 cases have spiked and the US death toll stands at more than 330,000. Economic recovery has faltered despite the roll-out of vaccinations offering hope for an end to the outbreak in 2021.
Unemployment benefits for millions of Americans struggling to make ends meet were set to lapse at midnight Saturday night unless Trump signed an end-of-year Covid relief and spending bill that had been considered a done deal before his sudden objections.
“It’s a chess game and we are pawns,” said Lanetris Haines, a self-employed single mother of three in South Bend, Indiana, who stands to lose her $129 weekly jobless benefit unless Trump signs the package into law or succeeds in his improbable quest for changes.
“I’ve been talking to people who are scared they’re going to be kicked out from their homes, during the Christmas holidays, and still might be if we don’t sign this bill,’’ said Representative Debbie Dingell, a Michigan Democrat.
Lauren Bauer, a fellow in economic studies at the Brookings Institution, has calculated that 11 million people would lose aid from the programs immediately without additional relief; millions more would exhaust other unemployment benefits within weeks.
Andrew Stettner, an unemployment insurance expert and senior fellow at the Century Foundation think tank, said the number may be closer to 14 million because joblessness has spiked since Thanksgiving.
“All these folks and their families will suffer if Trump doesn’t sign the damn bill,’’ Heidi Shierholz, director of policy at the liberal Economic Policy Institute, tweeted on Wednesday. However, she said the unemployed could potentially receive payments retroactively if the bill is eventually signed.
How and when people are affected by the lapse depends on the state they live in, the program they are relying on and when they applied for benefits. In some states, people on regular unemployment insurance could continue to receive payments under a program that extends benefits when the jobless rate surpasses a certain threshold, Stettner said.
About 9.5 million people, however, rely on the Pandemic Unemployment Assistance program that expires altogether Saturday. That program made unemployment insurance available to freelancers, gig workers and others who are normally not eligible.
After receiving their last checks, those recipients will not be able to file for more aid starting Monday, Stettner said.
While payments could be received retroactively, any gap means more hardship and uncertainty for Americans who have already grappled with bureaucratic delays, often depleting much of their savings to stay afloat while waiting for payments to kick in.
They are people like Earl McCarthy, a father of four who lives in South Fulton, Georgia, and has been relying on unemployment since losing his job as a sales representative for a luxury senior living community.
He said he will be left with no income by the second week of January if Trump fails to sign the bill.
McCarthy said he already burned through much of his savings as he waited five months to begin receiving his unemployment benefits. After leaving weekly messages with the unemployment agency, McCarthy reached out to the South Fulton mayor’s office, then to his state legislative representative to ask for help. He finally started getting payments in November.
“The entire experience was horrifying,” said McCarthy, who is receiving about $350 a week in unemployment insurance.
“For me, I shudder to think if I had not saved anything or had an emergency fund through those five months, where would we have been?” he said. “It’s going to be difficult if the president doesn’t sign this bill.”
The bill awaiting Trump’s signature would also activate a weekly $300 federal supplement to unemployment payments.
Sharon Shelton Corpening had been hoping the extra help would allow her 83-year-old mother, with whom she lives, to stop eating into her social security payments to make their $1,138 rent.
Corpening, who lives in the Atlanta area, had launched a freelance content strategy business that was just taking off before the pandemic hit, prompting several of her contracts to fall through. She is receiving about $125 a week under the pandemic unemployment program and says she will be unable to pay her bills in about a month. This, despite her temporary work for the US census and as an elections poll worker.
“We on the brink,” said Corpening. “One more month, if that. Then, I run out of everything.”
Trump still refusing his loss to Biden
Trump, meanwhile, has been spending his final days in office golfing and angrily tweeting as he refuses to accept his loss to Biden in the November 3 election. On Saturday, he again lashed out at members of his own party for failing to join his quest to try to overturn the results of the election with baseless claims of mass voter fraud that have been repeatedly rejected by the courts.
“If a Democrat Presidential Candidate had an Election Rigged & Stolen, with proof of such acts at a level never seen before, the Democrat Senators would consider it an act of war, and fight to the death,” he railed. He said Senate Majority Leader McConnell and his Republicans “just want to let it pass. NO FIGHT!”
Trump also lashed out at the Supreme Court, the Justice Department and the FBI as he seemed to encourage his supporters to gather in Washington on January 6, the day Congress tallies the Electoral College vote — even though a similar event last month devolved into violence, with multiple people being stabbed in the capital’s streets.
In addition to freezing unemployment benefits, Trump’s lack of action on the bill would lead to the expiration of eviction protections and put on hold a new round of subsidies for hard-hit businesses, restaurants and theatres, along with money to help schools and vaccine distribution.

US Chairman of the Joint Chiefs of Staff, General Mark Milley, has pressed Afghanistan’s Taliban to reduce violence as outgoing President Donald Trump seeks to hasten the end of the nearly 20-year war.

The top US general has met Taliban representatives this week in Qatar, urging them to reduce the level of violence and move more swiftly towards a political solution in Afghanistan, the US military said.
The meeting in Doha with the US Chairman of the Joint Chiefs of Staff, General Mark Milley, comes as negotiators representing the Afghan government and the Taliban take a break until January 5 when they will continue to work on an agenda.
Milley also met Taliban officials in June but that meeting was not publicly announced, said a US official, speaking on the condition of anonymity.
The two meetings are believed to be the first time a chairman of the Joint Chiefs of Staff has met the Taliban, although Secretary of State Mike Pompeo and the top US military official in Afghanistan have met with them before.
“The chairman discussed the need for an immediate reduction of violence and accelerate progress towards a negotiated political solution which contributes to regional stability and safeguards US national interests,” a US military statement said.
During his trip, Milley also met Afghan President Ashraf Ghani in Kabul, and separately told that the United States remained “fully committed to helping Afghans create a secure and stable Afghanistan,” the statement said.

Somalia is likely to order the Kenya Defence Forces to get out of the country, arguing that soldiers no longer play a productive role,” Moalim said.
Moalim underscored that this situation is a godsend to the current President of Somalia Mohamed Abdullahi Mohamed saying he will mobilise the nation by presenting himself as the only man courageous enough to stand up for their dignity, sovereignty and territorial integrity.
“The people we have hosted in Nairobi are very unpopular on the ground; people do not want to secede. That is why Ethiopia has changed tack—kneeling down before Somalia and saying ‘forgive us for what we have done to you all these years. We are going to respect and never destabilise you further’,” he said.
“A destabilisation scheme was hatched many years ago between Ethiopia and Kenya. But dynamics have changed. Former President Daniel Moi was a smart guy. He abandoned that and instead created a good relationship between Kenya and Somalia. Somalia was literally stabilised by Moi.”

The pilot of an F-16 fighter jet that crash in the Upper Peninsula has died, the Wisconsin Air National Guard announced Thursday.
The F-16 Fighting Falcon assigned to the 115th Fighter Wing at Truax Field Air National Guard Base in Madison crashed around 8 p.m. Tuesday. The plane crashed in the Hiawatha National Forest, which is about 250 miles northeast of Truax Field.
The crash launched a massive, multistate search for the pilot and their plane.
The pilot was the only person aboard, the Guard says. The pilot will not be named until 24 hours after notifying the service member’s next of kin.
“We are deeply saddened by this tragic loss, and our thoughts and prayers are with the family during this difficult time,” 115th Fighter Wing commander Col. Bart Van Roo said in a statement Thursday. “Today is a day for mourning, and the 115th Fighter Wing along with the entire Wisconsin National Guard stands with the pilot’s family as we grieve the loss of a great Airman, and patriot.”
The cause of the crash is under investigation.
An F-16 that took off from Truax Field in 2011 crashed into a vacant house in Adams County. The pilot ejected safely, but a fire forced 50 people to evacuate their nearby homes, according to the Associated Press.
The U.S. Air Force decided in April of 2020 that Truax Field in Madison will receive 18 new F-35 fighter planes, to replace aging F-16s.

The 106-page lawsuit (PDF) was filed in August on behalf of Saad al-Jabri, an exiled former aide to former Crown Prince Mohammed bin Nayef, a former heir to the Saudi throne who was overthrown in a 2017 palace coup that left MBS as the country’s de-facto ruler.
Jabri claims he obtained information during his time as an aide and as a top intelligence official that could be threatening to MBS, which motivated the Saudi crown prince to organise an assassination attempt against al-Jabri using the so-called “Tiger” hit squad.
The lawsuit says the alleged attempt took place 13 days after members of the Tiger squad were involved in the killing of Saudi journalist Jamal Khashoggi in the Saudi consulate in Istanbul on October 2, 2018.
The lawsuit says the plot was thwarted when the members of the Tiger squad arrived at the Canadian border and aroused suspicion of security officials.null
But Michael Kellogg, a lawyer representing MBS, said in the 87-page motion to dismiss that Jabri “can say whatever he wants to the newspapers. According to the motion, “even taking Aljabri’s allegations as true, he does not and cannot allege that the supposed attempt on his life in Canada was caused by any conduct in the United States.”
The suit was filed in the US under the Alien Tort statute and the 1991 Torture Victim Protection Act, which allows for complaints against foreign nationals.

WASHINGTONWASHINGTON (CeelWaaqNews) -The U.S. Supreme Court on Tuesday handed a defeat to Republicans seeking to throw out up to 2.5 million mail-in ballots in Pennsylvania as they try to undo President Donald Trump’s election loss, with the justices refusing to block the state from formalizing President-elect Joe Biden’s victory there.
The court in a brief order rejected a request by U.S. congressman Mike Kelly, a Trump ally, and other Pennsylvania Republicans who filed a lawsuit after the Nov. 3 election arguing that the state’s 2019 expansion of mail-in voting was illegal under state law.
Pennsylvania was one of the pivotal states in the election, with Biden, a Democrat, defeating Trump after the Republican president won the state in 2016. State officials had already certified the election results.
There were no noted dissents from any of the justices on the court, which has a 6-3 conservative majority including three Trump appointees. Trump had urged the Republican-led Senate to confirm his most recent nominee, Justice Amy Coney Barrett, before Election Day so she could participate in any election-related cases.
Trump has falsely claimed that he won re-election, making unfounded claims about widespread voting fraud in states including Pennsylvania. Democrats and other critics have accused Trump of aiming to reduce public confidence in the integrity of U.S. elections and undermine democracy by trying to subvert the will of the voters.
“This election is over. We must continue to stop this circus of ‘lawsuits’ and move forward,” Pennsylvania Attorney General Josh Shapiro, a Democrat, wrote on Twitter.
The Supreme Court also must decide what to do with another election-related case brought on Tuesday. Republican-governed Texas, hoping to help Trump, mounted an unusual effort to overturn the election results in Pennsylvania and three other states – Georgia, Michigan and Wisconsin – by filing a lawsuit against them directly at the Supreme Court.
The Republican plaintiffs argued that the universal, “no-excuse” mail-in ballot program passed by the Republican-controlled Pennsylvania legislature in 2019, enabling voters to cast ballots by mail for any reason, violated the state’s constitution.
Biden won Pennsylvania by 80,000 votes and received a much higher proportion of the mail-in votes than Trump. Many more people voted by mail this year because of health concerns prompted by the coronavirus pandemic as they sought to avoid crowds at polling places.
Ahead of the election, Trump urged his supporters not to vote by mail, making groundless claims that mail-in voting – a longstanding feature of American elections – was rife with fraud.
‘JUDICIAL POWER’
Pennsylvania said in a court filing that the Republican challengers were asking the justices to “undertake one of the most dramatic, disruptive invocations of judicial power” in U.S. history by nullifying a state’s certification of its election results.
The state said most of what the challengers had sought was moot because the election results already were certified and what they were really wanted was for “the court overturn the results of the election.”
Pennsylvania’s top court on Nov. 28 dismissed the challenge, saying that the lawsuit was not filed in a timely manner when the mail-in voting law was first enacted. It threw out a lower court ruling that had ordered the state not to certify the election pending a hearing.
Trump’s campaign and his allies have lost in a stream of lawsuits in key states won by Biden, also including Georgia, Michigan, Wisconsin and others. Judges have rejected sweeping assertions of voting irregularities.
